Dean of Counseling
Plans, directs, and maintains counseling and specialized programs and services to meet the needs of a highly diverse urban student population.Â Plans and oversees the matriculation process, counseling, specialized programs, career, articulation, transfer, crisis intervention, and other services contributing to student success and retention.Â
Distinguishing Career Features:
The Dean, Counseling Services is an academic administrator responsible for integrating and providing an array of student services to a diverse student population.Â The Dean, Counseling Services requires a demonstrated ability to direct and integrate the activities of the functions and services contributing to student success and retention.
Essential Duties and Responsibilities:
Â Specific duties may vary among departments and jobs.Â Incumbents typically perform a substantial portion or all of the following kinds of duties:
- Plans, organizes, directs, coordinates, and assures continuous availability of counseling services and programs for effectiveness and efficiency.Â Assures provision of student-centered services.Â Counsels students in need of specialized assistance.
- Leads the efforts for the identification of program strengths, weaknesses and opportunities during the annual program review, and using the results to implement appropriate solutions.
- Supervises specialized programs and respective directors and supervisors, i.e., DSPS, EOPS.Â
- Establishes service-level standards for staff. Monitors, coaches, and evaluates the staff performance to departmental objectives and personal development targets.Â Monitors work and offers coaching for continuous performance improvement and development.Â Participates in faculty evaluations for the counseling division.Â
- Collaborates with administrators, faculty, and staff to develop and coordinate programs, current and emerging services, and provide integrated instructional and student services that meet the needs of a diverse student population.Â
- Provides leadership in the new and emerging technologies in support of student success including and not limited to education planning, peer monitoring, special targeted programs, and interventions.Â Â
- Provides instructional leadership in teaching and learning within the college's educational philosophy.
- Develops relationships with local high school districts, community service agencies, and business, educational, and governmental organizations as needed to anticipate, respond, and show sensitivity to student needs, thus enhancing enrollment.
- Designs, implements, and monitors tracking and evaluation systems to evaluate student progress.Â Provides communications to high schools, giving feedback on student success.
- Organizes and oversees planning for matriculation processes includingÂ counseling, advising, and follow-up with targeted at risk students such as those that are underrepresented, undecided, in basic courses, or on academic probation.
- Provides leadership and review of processes and timelines for applications, waivers, evaluations of degrees and certificates, registration priorities, and services to encourage and facilitate student transfer to four-year institutions.
- Provides leadership and support for articulation, ensuring agreements with four-year colleges are current, maintained, archived, and communicated to faculty, staff, students, colleges and oversight agencies.
- Provides leadership in developing and managing local, state and national private and government grants.
- Develops and maintains systems for up-to-date student records, including the safeguards ensuring confidentiality and privacy of information.
- Develops and prepares preliminary budgets, and monitors approved budgets in a way that maximizes use of financial resources.Â
- Participates on committees, task forces, and special assignments both at the College and participating school district level.
- Maintains up-to-date knowledge of trends, strategies, and mandates for student success.
- Performs other related duties as assigned that support the objective of the position.

Knowledge and Skills:
The position requires specialized professional knowledge of the theories, principles, and practices associated with higher education counseling, curriculum and instruction, matriculation, and student services.Â Requires in-depth knowledge of matriculation regulations and articulation agreements.Â Requires knowledge of and skill at developing assessment, teaching, and learning processes that enhance student success and outcomes.Â Requires knowledge of and skills in strategic planning in organization and management practices as applied to the analysis and evaluation of programs, policies and administrative needs.Â Requires a working knowledge of the budget preparation and administration process.Â Requires knowledge and understanding of the philosophy and objectives of the community college.Â Requires in-depth knowledge of the principles of functional leadership, training, standards, and performance management.Â Requires knowledge of and skill as a motivational and innovative leader in the teaching, learning and student success processes, assessment, student learning outcomes, learning communities and application of technology.Â Requires a working knowledge of pertinent federal and state regulations. Requires skill in organizing work and building, leading and managing an effective team to respond to a high volume of service requests. Requires well-developed oral and written English language skills to prepare reports and professional correspondence.Â Requires well-developed human relations skills to conduct performance reviews, deliver presentations, inspire participation, and convey technical information to a wide variety of audiences.Â
RequiresÂ the ability to develop and implement a plan of accountability for counseling and student success services.Â Requires the ability to provide academic advisement and counseling to students.Â Â Â Requires the ability to learn, interpret, and apply State Education Code, Government Code, Title 5, and other federal and state regulations as related to the responsibilities of the position.Â Requires the willingness to meet change with innovation and new best practices for student engagement and success. Â Requires the ability to organize, plan, develop, and write new programs, develop new concepts, analyze outcomes, and prepare clear and concise reports.Â Requires the ability to guide and motivate others toward achievement of service goals. Requires the ability to direct and facilitate development of personal and team perspectives, and develop and deliver training programs.Â Requires the ability to develop and monitor budgets that maximize available financial resources.Â Requires understanding, sensitivity, and commitment to meeting the needs of the diverse composition of the student, community, and employee population.Â Requires the ability to work collaboratively and productively with internal and external constituencies all the while supporting core values of the College.
Education and Experience:
The minimum qualifications for service as an educational administrator shall be both of the following:
- The position requires a Master's degree; and
- One year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment.
- Or, any combination of education and experience that would meet the required minimum qualifications. (Application of Equivalency should be included in application materials for verification of equivalency qualifications.)
- Master's degree in counseling, educational management or related field.
- Five (5) years increasing responsibilities in counseling or administration in department/division closely related to the administrator's assignment.
Licenses and Certificates:
May require a valid driver license.
- Conditions of Employment
This is a contract,Â full-time, 12-month per year, Educational Administrator position. The normal hours of work will be 8:00amÂ toÂ 5:00pm, Monday throughÂ Friday. Flexible schedule and weekends might be necessary to address the needs of the job duties, programsÂ and/or students.Â The effective date of employment will be arranged with the supervisor.
- Regular attendance is considered an essential job function; the inability to meet attendance requirements may preclude the employee from retaining employment.

Faculty members are encouraged to pursue professional growth leading to the development of increased competence and the improvement of instruction and/or redirection in their current teaching discipline. The District's sabbatical leave program is designed to assist in this pursuit and is available on a semester basis after completing six consecutive years of service.
The Academic Senate is the governing body at each of our colleges for making recommendations to administration and to our Board of Trustees with respect to academic and professional matters. The Senate consists of elected faculty and has the responsibility for matters related to curriculum and general academic policy.
Time to Refuel
Classified, contract staff earn vacation days commensurate with years of service. Classified Management and Administrators earn 22 days vacation per year.
All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your PERS and STRS retiree benefit.
The District observes 21 paid holidays per year.
Jury Duty, Bereavement, Military Leave
Coast grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.
The District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Additionally, it is the policy of the Coast Community College District that contract employees who retire from the District with ten or more years of service be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement or GAP plan is available to retirees and their spouses after age 70.
The District maintains a program whereby qualified employees may request through Payroll to have a portion of his or her salary deposited under a tax sheltered annuity plan or an approved deferred compensation plan.
