Job Description:

FUNCTION & SCOPE:
Reporting to the Senior Director of Procurement and Cost Accounting, responsible for coordinating projects related to assigned Facilities & Administrative (F&A) proposals long forms and short forms, and assisting with cost accounting standards (CAS), service centers, property and compliance with federal regulations. Interacts extensively with campus staff, providing support and guidance for regulatory issues. Responsibilities also include overseeing the general maintenance, development and identifying enhancements relating to the Comprehensive Rate Information System (CRIS) database system. Requires considerable judgment and independent decision making responsibilities.

DUTIES:
Responsible for the preparation and coordination of assigned long form F&A proposals for the doctoral campuses including federal reviews of the proposals. Includes assisting with cost analysis relating to SUNY and Research Foundation central offices and identifying the administrative portion applicable to the campuses. Assist in analyzing data integrity relating to the CRIS database.

Assist as a primary central office contact collaborating on projects with campuses and central office, to ensure compliance with regulatory issues or other reporting requirements as they relate to the financial responsibilities of the department. Significant decision making authority and analytical ability will be required during these interactions. Emphasis will be focused on matters relating to the F&A rates, CAS and disclosure statements, service centers and property and related documentation.

Responsible for developing an organized work plan for assigned long form proposal to assist campuses to maximize F&A recoveries or limit risks, particularly for areas that are subject to government scrutiny.

Work with RF analysts and IT staff to ensure business systems provide the data necessary to perform functions. This includes CRIS, RAMI (Real Asset Management International), Oracle and any other information source.

Responsible for monitoring and providing assistance in the area of service center rates and property. This includes conducting campus training, responding to questions and supporting campus requests.

Also responsible for ensuring that policies, procedures and guidance are up to date related to cost accounting, service centers and property.

Assist in the review and maintenance of Disclosure Statements (DS-2’s) and assist campuses with CAS related issues.

Assist in the review of internal controls, transactions and procedures related to F&A costs, other special analysis in order to insure compliance with Federal regulations and sponsor guidelines or the requests of management or campuses. This includes identifying risks and completing corrective actions.

Support the strategic plan which lays the groundwork for the RF to emerge as a more effective partner with SUNY and its sponsors. Participate in strategic projects and cross-functional teams.

Serve as member of RF committees that deals with issues related to the cost accounting unit or other corporate objectives.

Contribute to a work environment that fosters teamwork, cooperation and represent the Finance Office as a team player that seeks continuous improvement and accepts empowerment to perform duties.

Other Finance Office accounting duties as assigned.

Requirements:

EDUCATION/EXPERIENCE:
Bachelor's degree in accounting and five to six years accounting, auditing or financial analysis experience in a University environment.

Additional Information:

SPECIAL SKILLS:
Requires a thorough knowledge of accounting principles and practices, government regulations and procedures, especially OMB Circular A-21, A110, A133 and the CAS. Requires considerable planning, coordination and decision making with campus, central office, SUNY and the Construction Fund staff. Excellent people skills are essential due to the significant interactions with campus staff and other agencies. Must be skilled in PC and related software, particularly spreadsheet database applications. A thorough knowledge of the CRIS and database manipulation is critical to this position.
